  5. At the moment a number of important developments are taking place
  6. within RARE, the European association of research networking
  7. organizations and their users.
  8.  
  9. In the first place the formation of an Operational Unit for the
  10. management of pan-European networking services for the research
  11. and education community is being finalized. This Operational Unit
  12. will take over services which are now provided by the COSINE
  13. Project, such as IXI (International X.25 Infrastructure) and the
  14. CONCISE Information Server.  It will also incorporate other
  15. existing services such as EARN's NJE and new networking services
  16. such as the RIPE NCC (Reseaux IP Europeens Networking
  17. Coordination Centre). Possible shareholders of the new Unit had
  18. their first meeting on April 10th.
  19.  
  20. The first part of a major restructuring with regard to the
  21. execution of RARE's technical activities has now been realized:
  22. the appointment of members of the RARE Technical Committee (RTC).
  23. Under the chairmanship of the RARE Secretary-General this new
  24. body will manage the technical work done by task forces and
  25. working groups in the framework of  RARE's technical programme.
  26. The first RTC has an interim status and has been appointed for
  27. one year.
  28.  
  29. RARE is involved in a new European initiative, the European
  30. Consultative Forum on Research Networking (ECFRN).  This
  31. initiative was the result of factors such as the fact that the
  32. COSINE project will be finished by the end of 1992, as well as
  33. the requirements for higher speed networking in Europe. ECFRN is
  34. in the first place a politically oriented initiative: its main
  35. task is to increase awareness amongst European policy-makers of
  36. the importance of research networking for the future of Europe. A
  37. steering group is analyzing immediate and future requirements,
  38. problems and issues of attaining these, and threats, challenges
  39. and opportunities that could impact changes.
  40.  
  41. Recently three new European technical projects started with
  42. direct involvement and support from RARE:
  43.  
  44. [bullet, indent] The European Multiprotocol Pilot (EMPP) will
  45. provide for interim 2 Mbps connectivity in Europe until the IXI
  46. Production Service provides the same functionality. The project
  47. will be managed by the COSINE Project Management Unit.
  48.  
  49. [bullet, indent] A task force has been formed to define the aims
  50. of an ATM Pilot Project, following a recommendation in the final
  51. report of the European Engineering and Planning Group (published
  52. May 1991).

  54. [bullet, indent] Ebone (standing for "European Backbone") is a
  55. European international network backbone offering connectivity
  56. between research network providers in Europe and from Europe to
  57. the United States Internets. It will offer an Internet IP (level
  58. 3) production service and an ISO-CLNS (level 3) pilot service.
  59. Ebone complements other European activities such as the IXI
  60. service and the EMPP Pilot mentioned above.

  62. In addition to the technical and other activities, two
  63. administrative changes will take place in May this year. These
  64. are a new Executive Committee and changes in the RARE Statutes.

  66. The new RARE Executive Committee will start its two year term
  67. from May 1st. It consists of:  Kees Neggers (SURFnet, NL) as
  68. President, Howard Davies (University of Exeter, UK) as Vice-
  69. President, Paul Van Binst (University of Brussels, Belgium) as
  70. Treasurer, and Lars Backstrom (University of Helsinki, Finland)
  71. and Peter Bakonyi (Hungarian Academy of Sciences, Hungary) as
  72. ordinary members.  The Executive Committee is responsible for the
  73. day-to-day management of the RARE Association.

  75. Secondly a change in the RARE Statutes will be implemented during
  76. the RARE Council of Administration Meeting in Innsbruck, Austria,
  77. just after the 3rd Joint European Networking Conference.  This
  78. change will allow all countries in Europe to apply for Full
  79. National Membership of the Association (voting membership)
  80. instead of the 20 countries formerly mentioned in the statutes.
